I guess they are measured by wingspan. Too many winged Pokemon are bigger that usually presented.

Those two are both measured by height.
Models are roughly the same height as other Pokemon with the same Pokedex value

After looking at that Pidgeot example though, the 4'11" models seem fucked up. All the other heights have been fairly consistent with each other so I'm not sure what's happening with these ones, the Delphox model is even taller than Charizard

It's definitely wingspan. Ga-ole has accurately scaled models in battle, and Decidueye isn't much shorter than Incineroar despite the latter being 5'11 and the former being 5'03.

So bird Pokemon may or may not be "tall", but they're still measured by wingspan.

But Pokemon also vary in size in the anime. Ash's Noctowl was shown in its debut episode (and others) to be much smaller than the average Noctowl. Not all members of a species are the same size.

If I can recall correctly this is a two player arcade-like game in a Japanese Poke centre or something. You just play double battles on this big screen with a buddy.
