The idea behind it is that societies should be able to operate without governments and cops. If you would go around harming others just because there are no cops then you aren't suitable for this type of community and the neighbors would take care of you. In my country there are a handful of anarchists cities and towns that got fed up of the government and organized crime and kicked them out and those places are the safest, most stable places in the country.
By definition a lot of ecoterrorist groups are anarchist, because they reject urbanization. Archie and Team Aqua wanted to return the world to its natural state. Ecoterrorist groups in my country side with or a self-proclaimed arachists, the problem is that most seem to be violent and have killed college professors and researchers but that's another story.
I don't know Team Skull, since they seemed to not respect private property and have hierarchies (even if they seem lax about it and call each other siblings, they were afraid of Guzma). But Team Aqua rejects urbanization and operated more like a family in contrast of Magma that operated like a shaddy cult with a clear cut leader. I would say Aqua fits the definition of anarchy pretty well.
