The Orange League produces trainers of much lower quality so he wasn't facing anyone on his level. Put Drake in any normal league and he'd probably be in the top 8 in the conference but not necessarily the champion

Ash defeated his strongest rival ever instead of “Lol it’s okay you lost, muh friendship remember? :^”

Then he fought a BS Legendary spammer and manages to take two of his Pokemon down, which showed just how great Ash was at that point compared to other seasons.

This basically makes the trainers that make it to the league on a far lower level then drake and other Pokemon league trainers from other regions

I know it's ridiculous right now, but I think at the time of the original season, Drake may have been written in intention to be E4 level. This may be implied by the fact that the season didn't reset ash's skill (not that it was that good to begin with) and acted as a direct continuation of Ash's journey, these new gyms were supposed to be much tougher than any of the previous gyms Ash faced, kinda like a postgame content. Of course, the mere thought to compare Drake with any region's E4 is ridiculous nowadays, but I think he may have been around Lance's level at the time it was written.
