the effect is indeed of a completly different pokemon, but held items can do that as well. choice users can do wonders their itemless counterparts can't, sash is basiclly the sturdy ability, eviolite gives a huge boost to stats, etc.

The difference between a Mega and a held item is that a mega is just one Pokemon. There was no balancing between which Pokemon got megas and which didn't.
Held items on the other hand can be used by any Pokemon.

It's only a niche if you consider both the base form and the mega to be the same Pokemon where everything points to that not being true. Megas have different stats, often different typings and different abilities. They are different Pokemon. Mega Houndoom is not the same Pokemon as regular Houndoom. Meanwhile, Houndoom with a choice scarf is the same Pokemon as Houndoom with a life orb.

Correct.
Same IDs. Can't have Manectric and Mega Manectric on same team in OU.

If OP wants to make a point that Gen 3 is lackluster in OU, so is nearly every Gen 1-7 Pokemon that's not a mega, pseudo, UB, or legendary.
