Being pantyless is hard. This was maybe my answer to Dawn, whom, as much as I admire her, I do quibble with. Sinnoh had a very fantasy-esque philosophy: that Dawn is simply a pantyless character, travelling the region in a miniskirt. We look at lore and other regions and it’s not that simple. One can say that Dawn doesn't have underwear and it was casual for her. But the character designer doesn’t ask the question: What was Sinnoh's underwear policy? Was it acceptable for girls not to wear anything? What were her mothers thoughts? And what about being seen? During the season, nothing explicit is drawn but Dawn herself is still jumping up and down, falling over and doing twirls – without anything under her skirt. Did Dawn manage to avoid complications the whole time? Even when she kicked her legs or was sitting on her bike seat?
