Obviously they didn't do that, but they did something similar with Nebby. Too bad you couldn't use it until it reached its final evo, but I guess they didn't want to have to worry about whether or not you had them in your party. If they did something similar in the future, they could do something like LGPE where you always have them on your person even if they aren't in your party
