Skarmory, Noctowl, Lanturn, other starters, Steelix, Quagsire, Scizor, Kingdra, Espeon are also interesting to use without being completely terrible. Umbreon too if you don't care about doing 0 damage, and Weavile, Gliscor, Mamoswine, Yanmega too if playing HGSS because evolutions of gen 2 pokes, as well as mons like houndoom, honchcrow, mismagius, blissey from safari zone, though you're stuck with base form for a few of those until after E4 because Johto is a great region.
Overall in gen 2 using a gen 1 pokemon or two is forgivable, since too many gen 2 are either impossible to make useful or not available until postgame..
