Evolution can be used a scientific term for biological change or just a regular term for any change or process. Pokemon evolution is the latter.

I'm pretty sure this is exactly what they were going for, given how Unova is a completely seperate continent and all, so I never understood why so many people got pissed about "muh kanto clones", it makes perfect sense in universe for those that are legitimately "clones", and for the rest of them I dispute the idea that they're "clones" at all. Like how is Gigalith any more of a Golem clone than Aggron? They're all 3 stage rock types. Is it just because Boldore and Graveler both evolve from trade? They still look nothing alike, have different typings and stats, etc. If they had just made Boldore evolve at, say, level 36 instead would that have been enough to make them suddenly passt the "not a clone" threshold in these people's eyes? I doubt it.

It's honestly not even real evolution. It's magical form differences in the Alolan air. See: hatching eggs of non-alola form Pokemon (that aren't holding everstones), evolving a transferred Pikachu/Cubone/Exeggcute
