Second of all, in this hypothetical Jigglypuff is to be replaced by another, more relevant gen 1 Pokemon so the Kanto native status doesn't matter.
Personally I think swapping out Jigglypuff for anything in general and especially Eevee in particular would be a baddy bad move, but from a marketing standpoint it's the most logical path to take for Smash 6. Drop Greninja or Incineroar or both for the big shillmon of Gen 8 or 9, and quietly swap out Jigglypuff for Eevee.
