Yiur cousin is a retard as most Gen 2 Pokemon were designed alongside Gen 1 ones and simply not released in the first game.

The first real design shift was with Gen 3, and it was very noticable (shit like Blaziken, Gardevoir...etc).

at best you can claim the babies sans Pichu and the Kotora line as being holdovers from gen 1, the rest were new designs, but they were already being worked on in early 1996 so they still had the RG mentality. RSE weren't worked on until 2001, so that's why they look more original in RSE.
