Yes, but it wouldn't sell as well from neither the West nor the East because the West only cares about nostalgia while the East would see it as a pointless game unless it introduces new Pokemon and wonder why mechanics from Gen 2-4 aren't there despite there being Gen 2-4 Pokemon.

the entire point of converting kanto into 3d was because it wouldn't take up a lot of time and resources
making a new region in pokemon has got to be the most time intensive part of development, except maybe designing the pokemon themselves
