They need to remove the 100 stat rule from megas otherwise they will always be horribly balanced.

Give Houndoom an offensive ability that doesn't require weather and kill him. That's really all he needs.

Mega Houndoom's honestly fine for the most part - it just needs a different ability like >>37618352 said.
Mega Banette meanwhile I'm unsure how to fix. They wasted points on its Sp.Atk and Speed, and put half its budget into Attack without giving it any new moves to play with. Brick Break might be nice.
