Greninja itself isn't really the focus of the argument I was working at, it was the notion that both TPC and the fans (to an extent) wanted a similar thing to happen again. You are proving the point that I was trying to make when you say "TPC only took advantage of an opportunity given to them." If it worked once, why not try for it again, but maybe grease the wheels a little? And I think that's where it fell apart, because of some indecision over whose wheels should be greased. I think for gen 6 they weren't too concerned with the reception that the first stages got because, as you said, they didn't know or plan on greninja being such a smash hit. But let's say they had hoped litten would be next. Seeing like over 50% (been a while since I've seen all the polls and whatnot) of your fanbase gravitating towards the wrong starter might make you reconsider and maybe change some things if you could. I think it was that indecision that led to there not being a greninja. I touched on it with decidueye popping up in pokken. It feels like they were hedging their bets a little.
Lycanroc dusk is an interesting point because of how quickly they seem to have dropped it after it got relatively lukewarm reception, much like incineroar. It's clear that they're keeping an eye on trends, but sometimes it's too late to set things into motion (like doing anything for primarina).
