The Chu species are small frail rodents that are supposed to use their superior movement, evasion, and speedy skills to dodge, and avoid getting hit. Surge evolved his Raichu early before it learn moves like quick attack, double team, or agility. Moves that are supposed train the pokemon's natural traits to it's full advantage. And instead he only focused on it's power which is why it was strong enough to OHKO most of it's opponents.
I'm sure Raichu in a straight up foot race would be able easily beat pikachu but when it comes to actually using that speed in combat both Surge and Raichu clearly didn't know what to do which is why they lost.
