>>37632150It's tied to the Festival Plaza, and the gimmick of making sure you communicate with other players often in order to get better Pokemon (aka another "forced communication" issue, like trade evolutions) means the only people that benefit are people who actually frequent the Plaza.
Also, the prizes aren't especially great. Rare Candies and Gold Bottle Caps can be found in much easier ways than the Battle Agency. The only exclusive prize is the Agent Sunglasses, which look cool but aren't worth the effort.
Also, there are only two "bosses", Sophocles and Giovanni. I wish they'd mix it up like they did for the Battle Tree's bosses, because these two just aren't enough.
