GameFreak has, since starting development of the pokémon games done side projects, so their team could try new things out.
It´s just something, their employes do, if they have ideas, they can´t use for pokémon. It´s brilliant, so they can try new things (eg in this case the new engine) and get their old ideas out of their heads, so they can focus on pokémon again.
This game is just like DrillDozer, HarmoKnight, PocketCardJockey and GigaWrecker. You probably never heard of any of these titles.
GameFreak has more than 200 people working for them, so if some are working on Town, noone is going to waste their time with it. It´s a positive side effect, granting a good working climate. But just stuff your opinion up your but and be angry about this, because you don´t know anything....
