Victreebel is better and you can litterally get a Bellsprout 10 minutes into the game. Regardless, Grass is a shitty type anyways, unlike Water where every team needs one (even if only for Surf/Waterfall) or Fire which is pretty solid in general. Grass is only ever good on account of access to moves like Spore which Meganium doesn't even get anyways.

I actually like Meganium designwise but it just can't compete with the other gen 2 starters. Should've just been a wild Pokemon.

Yes, there are other better Grass types too. I just wanted to mention Victreebel because you literally get access to Bellsprout before the first gym, so the Meganium line doesn't even have the argument of being accessible early to stand on.

Exeggutor doesn't get Light Screen in GSC, I just rechecked, and Reflect takes a bit more effort with needing Chikorita/etc itself to breed Reflect on. You're right with HGSS though, you can easily snag both Reflect and Light Screen from Goldenrod Dept Store.
