If you take into account that bugs are associated with fighting and heroism (like Fighting type), and that Bug was the last physical type programmed before Ghost (which most certainly is a late addition) then yeah, it's possible that Bug was added later.
Also, there's a section in the Pokemon index list that hints at the fact that each following Pokemon had a distinct elemental type (056 Deer to 067 Cactus). Venonat is Bug, but it could've been pure Poison initially, as there's no other clear Poison-type Pokemon in that group.

That's not entirely correct. They emphasize the bug-catching inspiration nowadays to hide their initial big inspiration and what made them work on this game in the first place, that is Kaiju movies and RPG games of the time. We saw the initial documents from the Capumon era, and there are little to no bugs in there - only exception being Pinsir and Scyther, to some extent.

Flying and rock because there were no pure pokemon of these types in the first generation. Grass is they same, there is no pure grass pokemon except for Tangela.

But then, Ivysaur was one of the first mons to be designed iirc, I doubt it was pure poison.

Early GF was inspired by late '80s RPGs. In games like Final Fantasy, the types were:

>Ice
>Poison
>Earth
>Fire
>Wind
>Death
>Lightning
>Time

Bug, Grass, Water, Steel existed as defense-only types (i.e., they used powerful Normal-type attacks). Psychic, Fairy didn't exist. Rock/Ground were split from Earth type.
