would probably have torrent, water absorb or some other inferior ability, also the same gen that didn't even have sap sipper to make mow much worse or refrigerate with no useful moves to abuse (not like it matters since it was introduced two gens later so ice body it is :^)
oh wait another flash fire or flame body mon instead of levitate on electric/fire type
levitate was the correct choice but rotom needed some extra buffs in calm mind or nasty plot since not every form can afford being a bulky set
