What makes a Pokemon a Pokemon?

We know humans are descended from Pokemon in the Pokemon Universe but diverged into something different enough to cease being Pokemon.

Is every single living thing in the Pokemon universe besides humanity classified as Pokemon?

There's artificial Pokemon too, what makes them Pokemon and not simply artificial organisms?
