And then when you throw in the possible numer of evolutions/formes, move sets, and abilities, (even if another were never added) you're blasting off somewhere into the nearest galaxy with possible combinations.
Not everything has to be competitively useful. Pokémon is a primarily single player game and that is all that should be considered. The metagame will always fall where it will and the game design shouldn't account for it because anything beyond friendly battles between friends is not it's focus at all.
Nor has it ever been, in case you hadn't noticed with, say, having weaknessless Pokémon for over a decade, for example.
