Last time i used one was in Soul Silver, where the earliest Dratini you can get is in Goldenrod city. So no, I can't catch a Dragonite in the wild.

I managed to evolve a Dratini to Dragonite before I faced the E4 in FRLG. You just have to level it up appropriately.
