Stories don't need to focus on the playable character other characters can hold agency from time to time and there are plenty of moments where the player holds it too outside of the evil team plot. All the of the side characters are also really expressive and memorable in their own way which is not true of most Pokemon games.

The concept of familial love being a huge part of it, child abuse, addiction, acceptance, finding self confidence within your own strength and they all mesh together really well to form a unifying story. It's a decent story the issue is it was probably the wrong story for a Pokemon game.
