Cyndaquil's Category is based on that naming scheme. So Cyndaquil is not a mouse, but by Japanese naming tendencies, falls under the category of mouse, while they fully intend him to be a hedgehog sort of creature. He doesn't even have a tail for fucks sake.

Sandshrew is called the Mouse Pokemon in the dex because armadillos are called yoroinezumi (literally "armored mouse") in Japanese. Same thing applies to Cyndaquil being a harinezumi (needle mouse).
