Eugenics was a prevailing academic and philosophical theory at the time, and citizenship was not looked at as a right but as a privilege. The sheer volumes and quality of people taken then vs. the amount of people immigrating now cannot be compared. We are taking more legal and illegal immigrants in, as of right now, than the United States ever has at any other point. Why integrate when you can just become the new majority?
Also, the burden of proof is on you that they even will ever integrate. No evidence of that has ever been demonstrated. They are not Italians or Irishmen; they are nonwhites. If you look at places they migrate to, they are not integrating; they maintain a parallel society with a separate language, separate culture, and separate customs.

As previously stated, you cannot compare the rates at which Italians/Irishmen immigrated to the rates Central Americans immigrate. That's apples to oranges. And if you do your research, you will find that the government is more than aware and refuses to do anything about it. That's because it's intentional.
