It was that all Water starters can easily survive on both land and in water. Tortoises, alligators/crocodiles, mudskippers, penguins, otters, frogs, and sea lions can all survive on/in either terrain.

you're trying to say the equivalent of "that hopping mammal like creature with long ears and a fluffy tail is a frog because it hops." Listing obvious physical traits a child could notice and matching them up with the animal associated with them is not "strict biology."
In fact, part of the reason it's clearly primarily based on a chameleon is actually something that flies in the face of chameleon biology but is abundant in the image of chameleons in pop culture: turning invisible. Remember kecleon?
