True.
But it has a matching head crest, and is called a lizard by name. And since every water starter until now has been something thats only semi-aquatic, I think this makes sense.
Sure, it'll have some other elements. Like maybe a chameleon or possibly a marine iguana. But no other water-related lizard has a head crest like that

His name in Japanese is literally Sobbing Chameleon. Only in English does his name not involve the word Chameleon. Hell his name in German is Sissy Chameleon.

A water chameleon evolving into a basilisk doesn’t seem unlikely. If it does remain a chameleon though, what in the world can they do with it? Doesn’t seem like a wise inspiration to represent an amphibious creature
