So that people wouldn't get mad when an eelektross who is just standing there like his gen 5 sprite is immune to earthquake. Gen 6 was also the gen that introduced terrains, where knowing which pokemon were grounded was much more important. This also probably being another reason why gengar lost levitate.
>then why not have pokemon land when they use roostProbably because that would take more work adding in a transition animation between flying and landing, the animation would take more time, and they would need to add animations for if the pokemon got KO'd on the ground, or punched on the ground, etc.
