Smash 4 did reuse assets from Brawl, although the core gameplay was changed enough that it wasn't as noticeable. However there was a clear downgrade in available gamemodes and content.
Smash Ultimate also heavily reuses assets from Smash 4, as well as some brawl assets. A lot of the game doesn't feel that different from Smash 4, and if you went back in time and showed smash 4 players a game of smash ultimate Mario vs ZSS, they would think it was just a future patch of smash 4 instead of a new game. This is the only smash game where this is a plausible scenario. Additionally World of Light is somewhat lazy, taking a clear quantity over quality approach.
