Neither. Neither of those sections on the disguise are mimikyu's actual eyes, it sees through the chest holes, but those holes aren't actually eyes.

Yeah, this is true, it wouldn't be turning into a ditto hidden in a costume. Either option is reasonable, the face goes wherever the ditto thinks the face goes.
