No, it's the forest around the mushroom city. You can see the tall and thin trunks if you look closely.

That's obviously another forest, the foggy look don't lie. The forest around mushroom city will look darker and have fairish tones

Are you sure that's fog and not just a cloud covering a postgame/story-relevant area, like the do with almost every map before release?
And apparently there's a lake behind that cloud as well.
