However, people are right to want a better game. I used to hate all the "Pokemon should be like BOTW!!" comments until I actually played BOTW and saw what an incredible fit it would be for Pokemon. This is the biggest game franchise of all time, it's the biggest media franchise of all time - we should be able to expect higher standards from Game Freak.
But think about it the other way, it takes a long time to make a game like BOTW. It's not a case of simply throwing more money and more staff at it, there's a lot that would need to be unpicked and re-considered from the ground up in order to not just make such a huge game, but also keep it in-line and consistent with the franchise decisions. This takes time would need to include the current GameFreak staff, meaning that there would be less time for them to work on the bi-yearly games we expect from them (And the franchise as a whole expects from them).
You have to remember that the games influence all parts of the franchise. Spending an extra year even on development means the life-cycle of everything else in the franchise has to be amended; animation staff contracts need to be renewed, merch licensing agreements re-written and so forth, it's a big machine with many moving parts.
It's very much true that GameFreak are not the best developers. They had a runaway hit that became ginormous in the space of a few years through the anime and the TCG; they haven't had the experience through growth that most game developers have so their skills are lacking but the core of what makes up the game still lies with a small handful of the team.
