Gamefreak take notes, this is how you fix pokemon:

>Remove IVs completely
>EVs stay, but you can easily customize and change them using a new training system
>Pokemon in the wild would have natural EVs spreads
>Higher leveled pokemon would have higher EVs
>No more EV gain from enemy pokemon
>Natures no longer affect stat distribution, now only serving to influence a new personality system
>This new system generates a personality for every pokemon you find in the wild
>This personality can be the ones already in the game such as "likes to sleep", "proud of its power", etc
>A new pokemon would be given a few non-conflicting ones (around 3 or 4)
>A pokemon's personality changes how its EVs are distributed when you encounter them
>A lvl 5 rattata that has a "likes to fight", "strong willed" and "likes to run" would have a natural EV spread with higher attack and speed, but maybe lower defense or HP EVs
>Through a new training "facility" that would be always available to the player, you would be able to increase or change a pokemon's EV spread
>A pokemon's personality would affect how efficient the training is, the rattata from the previous example would have a harder time training its defensive stats, but increasing its attack would be easier
>Training could change a Pokemon's personality as well, for example, if you catch a lazy pokemon with a low EV spread, by training it enough you could change its personality to something more desirable. Training for a particular stat could give it a personality that improves that stat as well
>A high friendship value would help speed up this training and influence this personality change
>Maybe include level restriction to EV points that ends at around lvl 50, so it stops early game pokemon from being too overpowered
>Egg moves are now moves you can teach your pokemon after they reach a milestone in their training that can easily be relearned
>The 10% effect that nature gives on stats are now a stat focus you can give your pokemon
