They didn't. Unlike various other mons like spiky eared pichu and cosplay pikachu this thing works in all gen 6 and 7 games and it's able to be thrown into the bank. It even git updated dex entries and light of ruin animations.

One of two things is what should have happened at this point.

Either they release the original Magearna and it for Bank this time around (one for S/US and one for M/UM) or they release the original Magearna for Bank and actually include this in a Kalos postgame later this year.
