What are the chances we get a welsh dragon legendary or pokemon?

So far the region seems to be wholly Scotland and England.

Only the japan based regions have legendaries based on the county the region was based on, and i bet a lot if not all of them are based on myths that aren't from the area of japan a region is based on.
