When you think about it grass/rock is also a really good offensive typing, it's only resisted by steel and grass/fighting pokemon. Steel isn't that much of a problem because every "bulky" strarter learn earthquake. So assuming Game Freak doesn't go full retard with his stat distribution a grass/rock starter could be pretty strong.
