And before you point to gen 1. No. At least Bulbasaur had ears and had a slightly wider head shape and was quadraped.

These pokemon are underwhelming
Grass one is absolutely uglyy and the water one is probable the least boring one and it's still pretty fucking boring

Well those "lot more going on" are practically microscopic at that point, same reason you don't see scales on charmander. And the chameleon head is stylized to be like a kid so it's fine. You'll get your more shaped look when it gets older.
