I say more than likely because a lot of things I think people are pointing out as "proof" are coincidental--it's a rabbit, so its theme is related to speed, and it uses a lot of design elements that are simply standard cartoon rabbit elements. I wouldn't rule out that Scorbunny could evolve into Astrobunny (especially if "armored evolutions" really turn out to be a thing--this could essentially be a "mega" design for Scorbunny's final evo)--they share enough personality and design elements for it to make sense--I just don't think the concept's as strong.
If I had to argue from the opposite, I think the professional style of the concept art itself lends a lot of credence towards it being real (not necessarily the art design or execution, but instead how the design is being explained for modelling/animators), but we must recognize that this first dropped two years after the same arguments gave credence to the starter leak.
For what it's worth, I'd like it to be real, it's a pretty cool design and Fire/Steel or Fire/Electric is a cool typing for a starter.
