Each region of Japan isn't actually the size of a country and what not. Pallet town is not a real place in Japan, nor are Celadon or Vermillion. They're areas of inspiration, but a generic industrial town doesn't absolutely HAVE to be Manchester. It's notManchester.
Manchester isn't an overlooked city though. It's host to two of the most famous football clubs across the world. If you want an overlooked city, you just have to look at ones like York, Hull, Leeds, Sheffield, Derby, Leicester, Sunderland, Middlesborough and more generally the north east.
