It's hard to tell how much oif the games is him and how much is Masuda's influence over the games, but the games he's helmed have been improvements over X and Y so I'm not one to throw the guy into the fire even if I am disappointed in a number of aspects. I also think he decidedly is improving.
There's an old interview with Morimoto back when HGSS got released that he jokingly tells an anedocte of how people in Gamefreak teased him about how much content those games wre going to have and that he should pull back a bit for a remake. I feel that, while both the people telling him that and Morimoto himself were mostly joking, that is an underlying sentiment in Gamefreak's upper management, especially with Masuda who is essentially the team's mouthpiece constantly seeming desperate to simplify the games the most he can because he thinks he's competing with mobile, and losing. Even though Pokémon is selling better now than during most of its existance.
I also don't like blaming everything Pokémon does wrong on Masuda, he is just the team's face, the fault is shared by everybody. But after the huge dip in quality in Gen VI, things have been steadly getting better with each game. The problem is that we keep working your way up to a game as good as B2W2, or HGSS, not towards something bigger and better than them. I don't think the graphical quality of the new games is an issue, Pokémon has always looked bad for the hardware it was on. While criticizing that is alright, I never expected the new Pokémon game to wow me in any way. But the strong gameplay and decent amount of contents that stand behind that have been shaken since the jump to the 3DS and that's what making the franchise hurt to me.
