You're out of your mind if you think GameFreak will bother making such an expansive post game, especially given that they were working on LGBT while this game was in development.

Johto was always going to be part of the original game, they were limited by GB cart size and programming.

It's also why they did version exclusives, programming a bunch of Pokemon in certain routes was very difficult.
