Team B goes into longer production cycles and makes products that appeal to their older customers. This does not mean M for mature games, just less "kiddy" games. Heavier emphasis on character stories, far less hand holding, greater difficulty, and more freedom to move through the world, and similar changes that would appeal to a slightly older audience than Pokemon's usual crowd. For these games, to help make them stand out and provide better gameplay, some updates are provided for stats, type interactions, and move pools. These changes can also get rid of or fix things like IVs and EVs that hyper focus the meta game.
Since Gamefreak obviously has the cash, they should also feel free to get a C team going that tries out new ideas for potential spin offs. Mystery Dungeon and Conquest were fine spin off titles.
