Black city will have a Dragon or Steel type gym you cant explore until you get the 7 other badges.
Once you beat the 8th gym, they'll let you go to London where the League is either that tower or the stadium.

The stadium seems likely as that's based on Wembley Stadium.

The design of this Crown Tower makes me feel like its where you fight the champion, so i will go with this one.
London could actually be the Battle Frontier, but i wont get my hopes up just yet.
Might also just be that the Crown Tower is where the climax of the story takes place and where you fight the evil team leader.

The top one has a dome on top that you can battle in and look over the rest of the region. Crown tower just has a crown on top.

That being Victory Road doesn't make sense because you have to go through the Dragon city to get to that area, there's no other way to get to it besides that.
