There's no real benefit to random encounters. All the difficulty claim is dumb since you can just run or use repels. And wild pokemon AI is set to literally use a random move even if it doesn't affect your pokemon.
Surprise is only a good reason if its your first run through a region and you don't know what pokemon are where. Once you know where everything is, it's just a chore to run away from route 1 mons or try to find something with 4% encounter rate.
But LGPE is a terrible OW encounter system.
Kanto wasn't designed with OW pokemon in mind. And they all act mostly the same.
A better OW system would have different pokemon acting in different ways. Some pokemon run away when you get near, some charge toward you to start a battle, some are in herds, etc.
I'd rather chase down a rare pokemon than run around in the grass for twenty minutes. And there could be other mechanics that could trnaslate to OW encounters like DexNav.
I remember I was playing BoTW and seeing Faroosh for the first time (basically a giant flying serpent). At first, I didn't know what it was, just some huge thing moving between some mountains. I started running toward it as fast as I could to see what it was. But before I could reach it, it started flying off and I could see it clearly. I just watched in awe as this serpent as big as a mountain flew off into the clouds where I couldn't reach it. Afterwards, I found myself wishing that this same encounter could play out in a pokemon game and I was watching Rayquaza flying off in the distance. Knowing that it roosted somewhere in the region and setting out on a journey to find it.
