If we assume Sycamore just copypasted, since all of X and Y's dex entries seem to be based on the ones for FireRed or LeafGreen, we can trace it all back to just one idiot in kanto putting in all the bad numbers and nobody bothering to fact check.
In fact, the more I check the more that seems to be the case with a lot of these entries. It either started with gen1 or FRLG and then was repeated in the dex of later gens especially if it's not native to the area.
