I mean, we won't have a definitive answer till we learn more about it in Sword and Shield, but to me this is no different than Togepi being in the Kanto anime.
It's meant to be a teaser for the next generation and I'm pretty sure it's gonna be considered Gen 8 rather than 7, just like how Togepi is clearly considered a Gen 2 pokemon instead of Gen 1
