It's 3D but it's subpar 3D, which makes sense because GameFreak has work on map and character designs among other things and do it within strict deadlines. Pokken treatment is totally doable for all Pokémon if it's relegated to a game that's all about battles and nothing else, especially if it's not done by GF. They don't have to do them all equally detailed either, they can just do the bare minimum for the shitmons and focus primarily on everything popular, all the final evos etc.
