I think the dialogue tends to be more interesting when we're talking to people who we already know/have heard of. The rivals you know from childhood tend to be better than the ones you've just met, stuff like that.

I don't care either way, but I would probably prefer being a new trainer that moved there.

Someone who has lived there for a while probably would've explored most of the region, and it's supposed to be a new adventure. Plus if you've been playing for a while, you're moving on from another region's game.
