Platinum, HGSS, and B2W2 probably wouldn't be as good as they are if GSC, DP, and BW weren't strong foundations. Those specific Generations also had significantly more dev time than the weaker ones.

Crystal: 1999-2000 (GS + 1 year) = 6 years
Emerald: 2002-2004 (RS + 2 years) = 5 years
Platinum: 2006-2008 (DP + 2 years) = 6 years
B2W2: 2010-2012 (BW + 2 years) = 6 years
USUM: 2016-2017 (SM + 1 year) = 4 years
FRLG: 2002-2004 (RG + 1.5 years) = 6.5 years *still skewed because it's building off Gen I
HGSS: 2006-2009 (Crystal + 3 years) = 9 years
ORAS: 2013-2014 (RS + 1 year) = 4 years
Blue and Yellow are kind of a pain to figure out. FRLG and ORAS don't really do much to acknowledge third versions, but HGSS includes almost everything from Crystal.
I'm not really looking forward to Sword and Shield since it's another 3 year dev time like the weaker entries in the franchise.
