>>37834324That's inane. Testing can be done on a small scale to gauge its affects. Beyond that, testing should be done nearly on a whim due to the unregulated nature of of the base game. You have to actively attempt to create a balanced meta, not keep it on a teeter and hope it doesn't fall.
